The Blazers currently have a taxpayer’s mid-level exception to offer free agents, roughly $5.7 million. The Celtics are in flux, reputedly coming to terms with Charlotte Hornets point guard Kemba Walker. Presumably they’d still have the full mid-level exception of $9.25 million to offer a free agent. Exceptions can be split between multiple players.
