Should we be stacking future draft picks outside our window now?

This plan would work best with a Cleveland, GS team but might be more valuable to us as a small market team. we trade next years and 2020 pick to teams we project as possibly sucking in 21-22 or a year or 2 after lillards contract expires and roll any extra picks we get for salary dumps into those years too and plan to stockpile regularly in 6-8 year increments so our picks come in all at once negating or lightening the rebuilding periods normally experienced. I admit no gm would like this plan as he could be fired by then but it would be better for the organization.
