Please explain the D-League

There are couple important details I do not understand about the D-League. First, I know that some NBA teams have an exclusive D-League team while others share a D-League franchise or don't have one at all. I get the benefits of having a one on one relationship with a DL team (schemes, culture, etc.), but why would we have Pierre Jackson running so many minutes for our team when he isn't an asset to us? Why would we have a one on one relationship with a team if we are grooming other team's players? Thanks in advance for any time and explanation.
