Rating the Power Forwards using comparable analysis

I have separated all players into positions. A number of players appear in this group of PF that appeared in the center group and also the SF group. I am trying rate these players as PF first, but the entire player as well. Playing 2 positions is a real advantage, and should be valued accordingly.

PLAYER RANKINGS
I am going to make this a very abbreviated report, so I can get it published before the draft. I will try and get the comps for the players I haven't already done, but I will refrain from commenting on specific players.
You will note that 5 of the top 7 players appeared in both the Center analysis, or the Small Forward analysis. I place players into these various positions solely based upon if Draft Express or NBADraft.net have a position identified for that player. You will note the first 3 players in the PF list are also centers. Their best position may be PF or C, but the fact that they can play either adds to their value significantly, and hence their high rating. Of the next 4 two can play, and most importantly, defend SF as well as PF, and hence that influenced their rating. A PF that can play to positions is great, and if one of those is Center, well then that is of real value.

Livio Jean-Charles is a 19 year old 6-9, 219 lb SF/PF from French Guiana, who plays professionally in France. He has played two seasons in the French league, and during one of those seasons, his team Villeurbanne, also played Euro Cup. The French league is weakest of the ACB, Italian, Greek, Adriatic, Russian national leagues, and also weaker than the Euro or Euro Cup. Jean-Charles has played very limited minutes in France, so he is a bit of a hard read, but in 2012-13 he played 14 minutes per games, and was effective in those minutes. He has a nice future, and he is one of the best draft-and-stash candidates in this years draft. He has shown himself to be a very efficient shooter, has some passing skills, and an OK rebounder.
