In order to become relevant in the deep western conference the blazers need to do 3 things.
1. Get a starting center
2. Get a quality shooting guard
3. Build up the bench.
The first step is to trade with Phoenix for Gortat. He is not the best center out there, but he is decent offensively and defensively and that is really all we need. I mean we already have a starting 5 that can play with anyone and I guarantee is an improvement over Hickson.

Now what would the suns want for Gortat?
Ideally for them they want our #!0 pick and Meyers, but even they admit that that is too much.
We can package our #10, Freeland, 3 mil(to offset his pay check) and a second rounder and that should be enough for gortat. Check this: http://www.brightsideofthesun.com/2013/4/14/4225186/a-trade-for-gortat
However, Id like to purpose that we trade Wesley Mathews and Freeland, 3mil, 2 second rounders for Gortat and their 30th pick.. We get plenty of cap space with the trade and leaves us room to find a starting shooting guard. I know...I know I love matthews as well as any other guy, but we have to make sacrifices if we want to improve. pheonix does this because they get a quality shooting gaurd (huge improvement over shannon brown) and a leader for their young team and all they give up is a rental center who doesn't want to play for them.
So Portland trades Matthews, Freeland, 3mil and 2 second rounders (#40) and (#45) for Gortat and pick #30
That gives us 14.5mil after trading freeland and 20.6 mil after trading Matthews. Gortat costs 7.2 mil so that leaves us with 13.4 mil with a starting center.
Next we need to find a starting sg. A shooting guard that has a different skillset then all of our other players. A shooting guard that can get to the hole with ease. That sg is Tyreke Evans. He is a fringe all start IMO and a new environment will do wonders to his game. We should spend about 11 mil on him leaving us with 3.5 mil under the cap. He shouldn't be much more expensive. We then use the 3.5 mil to sign Corey Brewer, Dejuan Blair and Eric Maynor to shore up the bench. We then use our #10 pick to snag CJ Mccollum, the #30th pick on a defensive center (hopefully withey). Then we use our second round pick to snatch Trevor Mbakwe.
Our starting line up should look like
pg: Lillard/ Maynor/ Williams
sg: Evans/CJ Mccollum/Barton
The starting line up alone can compete with anyone in the league and the secound unit should be strong as well with lots of potential in the third unit.
