Scott Machado Available?

It looks like the Rockets are getting ready to waive Scott Machado to make room for Patrick Beverley. I was really intrigued by Machado in last years draft, and I think it would be great if we could claim him off waivers like we did last year with Hickson. The only thing I'm not sure of is the timing of whether we would have to waive someone on our roster (Nolan) before we could submit a claim, or if we can waive Nolan after we claim Machado.
