Portland has cap space Aldridge and hopefully managment with a coach by the time recruitting begins. Point guard was rare 3 years ago but suddenly every team but Portland has one. Clippers, Celtics, Bulls, Miami are out of picture. Lakers can get Nash. Orland and New York are ridiculous. teams with cap are not attractive so teams with enough talent to trade for him and still be attractive:

Memphis, Detroit, Indiana, Minnesota, Atlanta - these teams can send a good piece for williams and still have a couple good players around him. - all these teams already have serviceable point guards. I think Memphis is biggest threat here, send conley, mayo and arthur or some big man and they could Pay extra year and still be real good.

New Jersey could still build and offer more money and Dallas has obvious advanatage but nowitzki is getting old and not much talent will be their soon.

My only point: after a bunch of if's Portland should be on a short list of front runners for Williams.
