Seriously, I just don't get why PA will cut Roy at this point. What's benefit of using the amnesty NOW rather than wait til next offseason? One argument would be cutting Roy now will make the team below tax-line which allow us to use the 5M MLE instead of the 3M mini-MLE. But, which player in the market will be a viable choice for us to pay 5M/year ? Other than Chuck Hayes, I just wouldn't think of any. In a shortened offseason, free agents tend to be over-paid and clearly we do NOT want to sign another over-paid player using the money we saved from waiving an overpaid player. Even if there is one player that would worth 5M/year and willing to come to Portland, would that make a difference for us? Are we going to suddenly become a contender? Obviously not, not with a MLE player.
So, after all, what's the hurry? Wait til next year and there will be more all-star level free agents coming up (also will leave those MLE level players under the radar of other teams with big money). Also, Camby, Wallace, Felton, Oden will all have expired contract which will give us huge cap space. We can make our decision at that point rather than waiving Roy and find a 5M replacement in 10 days.
