The Blazers issued Mills a qualifying contract offer over the summer, but he has not signed it. ------------------ This should not come as a surprise. After Armon Johnson was signed back in August, I wrote... "The writing on the wall was more like graffiti. Mills' skillset remains a square peg/round hole fit here in Portland."
