He’s telling them he plans not to sign their extension offer and giving them a chance to get value for him in a sign-and-trade deal. Or he can walk after this season and they get nothing.

So, where will he go?
I doubt he is traded to New York because they can’t offer Denver anything. Maybe Orlando in a package involving Vince Carter’s expiring contract? That would make them a scary team.
He’ll go to the Lakers for Bynum and Odom.

I’d trade Melo to the Clips for Griffin, Aminu and Craig Smith.
Sterling will make that trade in a heart beat. The clippers will be sold out every night and he’ll finally have the superstar he’s coverted for so long.
The team will be contenders and Denver gets to reload with some young talent.

If the players pull this crap off, it could be the ruin of the NBA.
Why would the fans of some “unfavored” city be motivated to watch their team not have any chance of winning? This is serious! Geez, I feel like Dean Wormer.

Billups is at the end of his career, and Carmelo likely believes that Denver is soon going to have to rebuild the team. Like any player, he’d like to play during his prime (26-30) in a city where he thinks the trajectory is up, not flattening out or declining. After his next contract, he’ll have one more shot. Portland is keeping its talent right now because it’s a young team, and with a little health, has its best years in front of it.
