Usually I don't like stats like this
But it’s pretty amazing that NOBODY has fulfilled this pretty simple (but apparently difficult to attain) set of conditions.

Generally it’s the point guards getting the 5+ assists, but they are usually quite high in turnovers. It’s the unselfish ball-handling shooting guards that are most likely to make the list, but handlng the ball often leads to turnovers. Vince Carter is probably one of the better comparisons, but he has only been over 5 assists once (and averaged 2.4 turnovers). This is a sign of Brandon’s maturity. Truly impressive.
yep, changing the criteria to 3 turnovers yields a pretty big list.

another impressive stat that additionally makes for a impressive year is his FTA/G >= 6.. hardly earth shattering but Brandon is quite a versatile threat

What's interesting
is that the closest, with 2.1 TO/G, were Jordan’s comeback year (only 17 games, though), and Jeff Hornacek in ’91-92. After that it goes to 2.3 and up.
As far as turnovers per game being counted only since ’77-78, I kind of get the feeling that the faster pace makes it a good bet that Roy would still come out on or near the top.

This has as much to do about Nate as it does about Roy. I think this just shows what a terrible system McMillian has. There must be very little practicality for having your star player commit so few turnovers. We’re probably missing out on a lot of productive plays with the current style of ball the Blazers play.
I will criticize it
Let’s jack up our game speed by 1.25. Roy now averages
28.25 points
6.38 assists
5.88 rebounds
2.5 turnovers
When you run those numbers, you get 1 comparison.

Bit less scoring, little more assists, little less rebounds, same turnovers. Now tell me, do we want a clone of 1991-1992 Jordan? I sure wouldn’t mind it!
