He’s talking about whether Portland will let him play for France or not. I only translated the quotes, there was a bit more to the article:

I originally left that part out because it seemed to be pure conjecture on the journalist’s part, no idea where exactly “the Blazers don’t seem disposed to accept everything” is coming from. As far as I know, the Blazers have always let their international players play, unlike say the Bulls or Mavs.
Time to re-think that policy
WAY past time, I’d say. Everyone’s saying how snakebit the Blazers have been this season. But out of the four major injuries—to GO, Trout, Batum, & Rudy—two were to guys who may well have been fine this season had they gotten normal rest. Both reportedly initially hurt themselves last NBA season, and both never completely recovered. Gee, I wonder why?

Not only that,
but Pau Gasol, Tony Parker, Hedo Turkoglu, Boris Diaw, and Ronny Turiaf have all had injuries ranging from nagging to serious in nature this year. Playing Euroball before the NBA season is a bad idea if you want to stay healthy.

Batum makes plays all over the court. And he's a year older & more mature than the guy we saw last season
His loss has been major—much greater than most Blazer fans anticipated.

This could be a good opportunity for Batum to develop his offensive skills, too. There are more shots free for the taking than can be expected at any other time. Lets hope Batum heals up nicely and is ready to step in and make a push for the playoffs.

February is early? I thought he was already coming back in February. Betcha Rudy doesn’t come back until Feb also.
I love Batum's play and the Blazers have obviously missed him GREATLY. I want him to
return ONLY when he is fully recovered. Didn’t Blake have some kind of shoulder surgery?
