He seems to be judging players by how much they play
I think Millsap, Oden, and Rudy are better than a lot of the players ranked ahead of them. However, since they are on good teams and aren’t getting 35 minute per game like some of the other players are they don’t have huge per game numbers. He even flat out says that Millsap’s rank was lowered not because he thinks Millsap isn’t a good player, but because he doesn’t think Millsap will get starter’s minutes next year.
Rather than being an indication of who the best players are, this list is more about who the author thinks will have the most PPG this season.

I love this regular article, and I'm glad it's back
I don’t always agree with the specific orders of players, but I can usually see the logic.
I’m definitely down with Ellis at 26 for instance, which I’m sure not many people would have the balls to do. I also think #20 is a good spot for Oden considering this is pre-season. I think that Rudy, without the opportunity to show something more than shooting (which has more to do with usage than talent) belongs on the “up and coming” list, and while I would have swapped LMA and Josh Smith, I don’t think it’s terribly egregious. LMA is clearly a better talent than Smith, and when he turns that into accolades, it will reflect in the rankings.
Although I think that their comparative contracts will show LMA as being more valuable than Smith… LMA will be making more than Smith’s $10 mil per.
