New CBA Proposal: Player Rental
I think the CBA ought to be modified so that teams can "rent" their players to other teams--for example, if someone has a decent talent on their bench but who is inactive, and another team suffers an injury at the same position--a rental for a 2nd rounder or a bit of cash might make sense.
Might be a better alternative than the NBDL for young rookies--rather than sending 'em to Idaho, we send 'em to Oklahoma City. (Is there a difference, other than Reverend Dave isn't to be found in the sooner state?)

Only problem is that teams might treat rental players like tourists treat rental cars and rock stars treat hotel rooms--you might not get back the same player. (Gotta make sure Danny Ainge pays that security deposit).
With that in mind--any takers for Trout during November and December?

Why would they rent their players out to opposing teams? I thought we were trying to beat those teams…

Plus, it might be a great way to screw with your division rivals. Can you imagine the Cavs occasionally renting out Lebron to whoever is playing Detroit or Boston that particular evening?

Maybe this could be done...
i dont know how, but it could be. They do it in soccer already. Beckham just got rented from the LA Galaxy to a team in Italy for a few months, so who knows! ( Albiet in soccer you rent players to teams in diffrent countries, not within your own, so this would Probably help the Raptors a lot)

Good old football
They’ve got this one down, not sure whether you’re from Britain EngineerScotty. They have the advantage of multiple divisions but in football teams “loan” players, usually their young talent in need of playing time to lower division teams or the teams dwelling at the bottom of the league and it works well for al parties. Unfortunately, the way American sports are this would not work at all.
Nice idea, I’d love to see LeBron sticking it to the Celtics on the Milwaukee team for a game or two. Awesome.

(I live in the Portland area, and am definitely not British, though my alter ego is somewhat tied to a longstanding tradition of Canadian actors doing bad Scottish accents…)
The NBA has the NBDL. Baseball has the minor leagues.
The difference, though, is that pre-existing agreements tie the big-league team to the lower-division team, essentially making the minor-league teams “farm” teams. They still have rabid fanbases (Portland has a AAA-level minor league baseball team that does well; not sure if you’re from the Portland area), but their fate tends to be tied to the major league team, and good players often get called up at the wrong time.
What the NBA really needs, is relegation. Be cool to send the Thunder to the NBDL where they belong. :)

Nope, this is a horrible idea on so many levels.
For starters, it’s one thing for a NFL team to sign a player off of another ballclub’s practice squad and place him on its 53-man roster; however, it’s an entirely different matter a NBA team to “rent” out an inactive player who’s already on the 15-man roster.
If a NBA team must sign someone to a short-term filler role, then that’s what the D-League, ten-day contracts, and roster exceptions — which are given out when more than three players are placed on the inactive list due to injury — are for according to the rules.

Rather than lending players
the NBA (and MLB) should contract.
They should shorten their seasons, and both should get back down to 16 teams.
NBDL should change its name to be something different. It should stand on its own and be its own attraction (same as AAA baseball).

If you go by market size, Portland isn’t in the top 16. (Neither are the Spurs, for that matter).
If you go by last year’s playoff seeding, we ain’t there either.
While it would be great fun to contract the Lakers, that ain’t gonna happen.
