ESPN' NBA Power Rankings: Training Camp Edition
Here is Mark Stein's rankings going into training camp. Portland is #13 overall and #8 in the West.

Cavs, Dallas and Suns
They all seem a little over rated here. I’d put Portland And Orlando in at 11 and 12, maybe even higher, moving Mavs and Suns (possibly Raptors) down.
There's been so much talk about the Suns and Mavs dropping this year
that I think they’ve become underrated. Both teams have a lot of vets who know how to win. The Blazers are plenty young and have added three rookies who will be getting a lot of minutes.
